Studi Literatur Integrasi Isu Perubahan Iklim dalam Kebijakan Pemerintah Kabupaten Rokan Hulu

study examines the integration of climate change issues into the policies of the Rokan Hulu District Government tThishrough a systematic literature review approach. The background of this study stems from the high greenhouse gas emissions in Riau Province due to deforestation, forest and land fires, and peat degradation, which have made this region one of the epicenters of the climate crisis in Indonesia, as well as a key province in the 2060 net zero emissions agenda. The central government and Riau Province have established various policy frameworks, including the “Green Riau” low-carbon development agenda and climate change budget allocations, but their implementation at the regency level still faces challenges in terms of coordination, funding, and institutional capacity. Through a Systematic Literature Review, this article examines regulations, planning documents, and previous studies related to climate and environmental governance in Rokan Hulu and Riau, to map the extent to which mitigation and adaptation issues have been mainstreamed in regional policies. The results of the study show that although there are various environmental management programs and the use of palm oil waste for energy, the explicit integration of climate change issues in policy documents is still limited and tends to be sectoral. This study concludes that there is a need to strengthen more integrated regional climate strategies, increase institutional capacity, and refine indicators and budgeting so that Rokan Hulu's contribution to national and provincial climate targets becomes
